Article 1 (Purpose of the Agreement)

  • The purpose of this document is to ensure a pleasant communal life and for the provision and maintenance of facilities for the safety of residents at CNU's Residence Halls. < Amended on December 7, 2017 >

Article 2 (Access to the Residence Hall)

  • Residents gain entry to the Residence Halls by either having their fingerprints recognized or by using Smart ID cards.< Amended on December 7, 2017 >
  • Residents are not allowed to loan their Smart ID cards to others. < Amended on December 7, 2017 >

Article 3 (Limitation for Entry of Non-Residents)

  • Residents shall not accompany an outsider in the Residence Halls without permission from the Dean of the Residence Halls. < Amended on July 7, 2017 & November 16, 2021 >
  • Residents are not allowed to bring residents of different residence rooms or halls to their residence rooms.

  • If a resident enters different residence rooms or halls other than their own, the resident shall be deemed an outsider. Newly added on November 16, 2021 >

Article 4 (Room Changes)

  • Residents are not allowed to change their assigned rooms without permission.

Article 5 (Curfew)

  • Residents are recommended to enter the Residence Halls from 5 AM to 1 AM. If a resident submits a request of delayed return to the Dean of the Residence Halls with the agreement of parents/guardians, s/he can be exempt from the curfew. < Amended on December 7, 2017 >

Article 6 (Posting or Distribution of Personal Notifications)

  • Posters or notices of any kind may only be affixed to bulletin boards by submitting a sample and request to post to the Residence Halls Administration Office and receiving permission on the location and duration of display or distribution. Amended on July 7, 2017 & November 16, 2021 >

Article 7 (Replacement Cost)

  • In case of intentional or accidental damage or loss of equipment or amenities (including wallpaper and flooring), students are responsible for restoring or compensating the cost of repair and/or replacement. Charges for damages to equipment/facilities may be made to all students assigned within the entire housing unit if individuals responsible for damage cannot be identified. < Amended on July 7, 2017 & November 16, 2021 >

Article 8 (Regular Inspection)

  • The director can inspect a residence room if necessary for maintenance and safety management in the dormitory. Inspection is divided into regular inspections and special inspections.

  • Regular inspections are conducted on the first Wednesday of every month with residents at home through pre- announcement procedures, and the purpose is to check residents' status, cleaning status, indoor smoking status, and equipment. However, if unavoidable circumstances, acknowledged by the dean of residence halls, are present, the regular inspection date may be rescheduled, or the inspection may be canceled. < Newly added on December 3, 2020 & November, 16, 2021 & June 11, 2022 & June 30, 2023 & December 8, 2023 >
  • Special inspections may be made without a pre-announcement procedure or may occur in the absence of a resident, and in this case, the resident shall be notified of the inspection after completion of the inspection. Cases where special inspections can be conducted are as follows. < Newly added on December 3, 2020 >
    • In case of emergency or fires, which requires immediate entry
    • When the resident is absent after revisiting for regular inspection more than twice
    • When the need to open all residence rooms arises, for instance, for thorough and complete measures against epidemics or pest control, and cleaning
    • When a reasonable belief exists that the room is being used for a purpose which is illegal or would otherwise seriously interfere with discipline and/or personal safety.
    • When the housing personnel notified the resident and received approval on the entrance without the presence of residents.

Article 9 (Moving Out)

  • Moving out is divided into general move-outs and forced move-outs. < Newly added on June 11, 2022 >
  • The enforced move-out due to accumulated penalty points guarantees the resident's stay for the current semester, but restricts applying to any residence hall for one year starting from the next semester. However, if penalty points are continuously accumulated, the residents may get suspended in accordance with Article 11(Student Counseling). < Newly added on June 11, 2022 & June 30, 2023 & December 8, 2023 & July 23, 2024 >

  • If a resident commits any of the following acts in the Residence Halls, they shall face forced move-out. Forced move-outs must occur within fifteen days from the date of disposition, unless there is a special reason. Those who are evicted are not allowed to move in for any subsequent semesters until they graduate from their current academic program (language education, undergraduate, MA, or PhD program). < Amended on November 16, 2021 & June 11, 2022 & December 8, 2023 >
    • Residents who have provided accommodation to outsiders (including access between 5AM and 1 AM) without prior permission in residence rooms, and visitors who have stayed in a room other than the related resident’s room.

    • Individuals who illegally use others’ names to apply to the Residence Halls, or those who aid and abet the aforementioned.
    • Those who are involved in theft, violence, gambling, commodity-trading games, enforcement of a particular religion, or who cause disturbances and distress among residents. < Amended on November 16, 2021 >
    • Those who disobey advice and guidance of staff of the Residence Halls more than twice or resort to force or offensive remarks. < Amended on November 16, 2021 >
    • Those who are charged with sexual crimes such as sexual harassment or assault, or those who are subjected to disciplinary action by CNU higher than suspension. < Amended on December 7, 2017 & November 16, 2021 >
    • Those who smoke in the Residence Halls (residence rooms, public corridors, private student lounges, bathrooms, study lounges, laundry rooms, PC rooms, or on roof-tops, etc.) < Amended on November 16, 2021 >

    • Those who arbitrarily manipulate the automatic access control of a residence hall door or fix the door without permission of the Dean of the Residence Halls < Amended on July 7, 2017 & November 16, 2021 >
    • Anyone who disseminates derogatory comments on/off-line to defame, offend and demean others or who has caused serious conflict, slandered, or engaged in defamatory behavior toward others.

    • Those who are determined to be discharged by the Dean of the Residence Halls

  • The resident who has received a forced move-out decision may file an objection within 7 days from the date of the decision, and the decision may be determined in accordance with Article 11 (Student Counseling).< Newly added on December 8, 2023 >

Article 10 (Reward and Penalty Points System)

  • The Dean of the Residence Halls rewards/imposes penalties on the residents according to the standard table of rewards and penalties. Rewards and penalties are accumulated during the extended residence period (6 months), and the confirmation of rewards and penalties is individually checked on the Residence Hall website.

  • The standards for applying reward points may be conducted as follows.
    • Residents will be given reward points in accordance with criteria specified in Attachment 1. Those whose accumulated reward points are higher than 10 will be prioritized in the Residence Halls application process in the upcoming semester.
    • The validity period of reward points is different for short-term and long-term residence. Only those who stay more than four-fifths of the residential period can be granted reward points. < Amended on December 7, 2017 >
  • The standards for applying penalty points may be conducted as follows.
    • Those who accumulate more than 7 penalty points will be given a residential probation for a semester thereafter.

    • Those who accumulate more than 10 penalty points will incur termination of residence hall access.

    • Those who disagree with the disciplinary action resulting from penalty points can submit a formal objection within 15 days from the imposition. < Amended on December 7, 2017 >

  • Reward points can reduce up to 5 penalty points (1 reward point can subtract 1 penalty point).

Article 11 (Student Counseling)

  • The Dean of the Residence Halls may schedule a counseling session for residents considered to be troubled in their residential life or academic pursuits. < Amended on December 7, 2017 & December 8, 2023 >

  • If deemed necessary, as a result of student counseling, the Dean of the Residence Halls may implement a mandatory move-out through the decision of the Residence Halls Counseling Committee, which is organized with a 3-person panel, when the dean decides it is necessary. < Amended on December 7, 2017 & December 8, 2023 >
  • As a result of student counselling, the result of counselling including subsequent documents and supporting material may be notified to the parents of the resident. The Residence Halls Administrative Office will advise necessary measures such as psychotherapy to parents.

Contents Reward Points
1. Anyone who engages in emergency activities voluntarily (e.g., helping others with evacuation) 3
2. Anyone recognized by the Dean of the Residence Halls for their positive contribution to the Residence Halls Administration (e.g., participants in the Residence Halls Administration Committee or anyone who suggests proposals for improvements). 3
3. Anyone who participates in Residence Halls events (e.g., Bandi Festival, fire drills, cultural events, physical/mental health program, or rummage sales) 1~3
4. Anyone who sets a good example for fellow residents by complying with residential regulations and living a disciplined life (e.g., public recognition from inside/outside the Residence Halls, or one who receives recommendation from others). 3
5. Anyone who excels in keeping their room clean. 1
6. Anyone who participates in the satisfaction survey for future Residence Halls services. 1

Criteria for Penalty Points

Contents Penalty Points
1. Those who bring or use electric appliances such blankets, hot plates, electric kettles and/or flammable materials such as portable gas stove burners, butane gas, explosives, flammable liquids, and chemicals in the Residence Halls. 10
2. Anyone who visits or has a visitor of the opposite gender. 7
3. Anyone who allows/enters the Residence Halls with non-residents, and anyone who visits another’s room. 4
4. Anyone who violates the date of the move-in (including a move-in without notice). 5
5. Anyone who violates the date of the move-out (including move-outs without notice or any delayed move-out). *The penalty points will be given next move-in semester *5
6. Anyone who changes assigned rooms without the permission of housing staff and the Residence Halls Administrative Office. 5
7. Anyone who possesses prohibited appliances excluding electric heating appliances or inflammable materials. 4
8. Anyone who engages in the intentional, accidental, or unauthorized removal of Residence Halls facilities. 4
9. Anyone who fails to show respect to fellow residents with excessive noise or other disturbing behaviors. 3
10. Anyone who uses IP addresses of others or engages in any activity that disturbs the management of Internet traffic. 3
11. Anyone who does not get a monthly general inspection (including re-visits due to absence) (accumulation of 1 penalty point per week until inspection is completed). 3
12. Anyone who fails to submit a medical check-up report on the check-in date to the Residence Halls (accumulation of 3 penalty points per week until submission of the report). 3
13. Anyone who does not comply with cleaning or managing hygiene in respect of others. 2
14. Anyone who is living in the unit where no individual takes fault for prohibited items (alcoholic beverages, cigarette butts, etc.). 2
15. Anyone who enters/leaves the Residence Halls during curfew hours (1 AM – 5 AM) 1
16. Anyone who behaves in an inappropriate manner in the communal living area. TBA
17. Anyone who intentionally opens the entrance to a person who enters or exits for curfew hours. 4
